Under the provisions of the Brown Act, the legislative body is prohibited from taking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. If you desire to address the City Council on an item on this agenda, other than a scheduled public hearing item you may do so at this time and ask to be heard when that agenda item is considered. Comments on public hearing items will be considered when that item is scheduled for discussion. The Public Comment period is limited to 30 minutes. Members of the Audience 1) Nora Chen San Dimas Library Manager — library events, updates and announcements 2) Wally Gerlach resident at 1482 Martingale Court is seeking a resolution for tree removal on his property. Assistant City Manager Larry Stevens provided a brief summary of Mr. Gerlach's case and explained the processes available to Mr. Gerlach. He also stated that he would verify that the processes described are accurate and were provided in the conditions given to Mr. Gerlach. He further stated that if there are any additional options available staff would review with him. Approval of minutes for regular meetings of February 13th and February 27th, 2017 d. Award the Catch Basin Cleaning Services MC2018 -04 Project to Ron's Maintenance Inc., in the amount of $29,460.00. Councilmember Bertone questioned why the City would no longer be using the County for these services. Director of Public Works Krishna Patel responded that the County is limiting their service to three times a year. tit C0.,11 ll,NDE ACTION: Approve consent calendar as presented. Authorization to submit Mobile Source Reduction Committee application for participation in regional bike share system 41004111 A RFCOINI N1 1�1"NI)F'3) ACTION: Authorize the submittal of an application for funding from the MSRC 2017 Local Government Partnership Program and approve Resolution 2018-14 for this submittal. Assistant City Manager Community Development Larry Stevens provided a brief review of this item and introduced Christian Cruz from the San Gabriel Council of Governments to provide background on the program. Mr. Cruz explained the details of the grant program and described the different bike program options. Mr. Stevens and Council discussed the programs and their effectiveness in various communities. Councilmember Vienna described a program he viewed in another city and the drawbacks he thought were associated with it. MOTION: Motion/second by Councilmembers Badar/Ebiner to waive further reading and authorize staff to submit an application for funding from the MSRC 2017 Local Government Partnership Program and approve Resolution 2018-14. The motion passed by unanimous vote. (5-0) Councihnember Vienna supports the motion but feels that the need should be justified. Gold Line Update Page 4 City Manager Blaine Michaelis waiting for backup information from California Public Utilities Commission. Mr. Stevens added that staff may bring all options to the Gold Line Authority to get their reactions rather than wait for CPUC. Members of the City Council 1) Councilmembers' report on meetings attended at the expense of the local agency. Nothing reported 2) Individual Members' comments and updates. Councilmember Vienna reported /commented on: • An issue he raised at the study session for the City to join in an amicus brief that deals with an initiative on immigration reform and this Council's decision not to participate.
