Approval of minutes for the April 24, 2018 City Council Meeting, April 10, 2018 Study Session and May 8th, 2018 City Council Meeting. c. Lot Line Adjustment 17 -0003, A request to adjust the boundary lines for Assessor's Parcel Number: 8382 - 018 -040 (Parcel 1) and Assessor's Parcel Number: 8382- 018 -041 (Parcel 2) located in the 200 block of Rebecca Drive. d. Approve consent calendar as presented. Councilmember Ebiner requested item 3d be removed for discussion. City Attorney Steres announced a correction to the minutes of the May 8th, 2018 meeting that were presented to Council. MOTION: Motion/second by Councilmembers Bertone/Vienna to approve the consent calendar with the removal of item 3d for further discussion. The motion passed by unanimous vote. (5 -0) YES: Badar, Berton, Ebiner, Morris, Vienna NOES: None ABSENT: None ABSTAIN: None CounciLnember Ebiner announced that he would be voting against the recommendation to City Council Minutes May 22, 2018 Page 3 award the bid, because he is not satisfied that an oak tree is sufficiently protected, correct lighting on a portion of the road and he fells the old road should be used for a hiking trail. MOTION: Motion/second by Councilmembers Vienna/Badar to approve items one through four of item 3d, Award CC 2018 -02 Golden Hills Road Project. The motion passed by (4 -1) vote. Seeing no one come forward the Mayor closed the public hearing and called for the resolution to be read by title. MOTION: Motion/second by Councilmembers Bertone /Ebiner to adopt Resolution 2018 -27 confirming the Diagram assessment rate for Open Space Maintenance District 1 (Boulevard 32818).The motion passed by (5 -0) vote. Mayor Morris opened the public hearing. Seeing no one come forward the Mayor closed the public hearing and called for the resolution to be read by title. MOTION: Motion/second by Councilmembers Badar/Ebiner to adopt Resolution 2018-28 confirming the Diagram assessment rate for Open Space Maintenance District No. I Annexation No. 3 (Northwoods, Tract 3284 1).The motion passed by unanimous (5-0) vote. Adoption of a Resolution Setting the Special City Wide Parcel Tax for Fiscal Year 2018® 2019 1 ECOM 1 I N DI-A) ACTION: Conduct public hearing and consider adopting Resolution 2018-29, setting the Special City wide Parcel Tax for fiscal year 2018-2019 to be used for landscape maintenance purposes. Mayor Morris opened the public hearing. Seeing no one come forward the Mayor closed the public hearing and called on for the resolution to be read title. City Attorney Steres explained the two options presented in the staff report, option I no increase and option 2 an increase by CPI of 3.8%. MOTION: Motion/second by Councilmembers Bertone/Ebiner to accept staff's recommendation to adopt Resolution 2018-29, setting the Special City wide Parcel Tax for fiscal year 2018-2019 including the 3.8% consumer price adjustment as indicated in option 2. Mayor Morris called for the resolution to be read by title. The motion passed by (4-1) vote. Annual Approval of PEG Fee RESOLUTION 2018-30, A RESOLUTION OF THE CITY COUNCIL CITY OF SAN DIMAS, COUNTY OF LOS ANGELES, SETTING THE PUBLIC ACCESS C O r FISCAL YEAR 2018-2019 TO O . PEG F 1 , iZ, i, OINI M FNDEI) ACTION Adopt Resolution 2018 -30 setting the Public Access Fee for Fiscal Year 2018 -2019 in the amount of 1% to be used for PEG Purposes. Assistant City Manager Ken Duran presented staff's report on this item and explained that the fee affects cable subscribers only. Mayor Morris called for the resolution to be read by title. MOTION: Motion/second by Councilmembers EbinerBertone to waive further reading and approve Resolution 2018 -30, setting the Public Access Fee for Fiscal Year 2018 -2019 in the amount of I% to be used for PEG Purposes. Councilmember Badar expressed concerns with the service being provided and will oppose the motion. Councilmember Vienna expressed concerns with the service being provided and will oppose the motion. Mr. Duran explained that the PEG fee item is a separate issue from the contract and services and those issues should be addressed separately. The motion carried by a vote of (3 -2). Business License Rates for 2018 -19 RESOLUTION 2018 -31, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN DIMAS, COUNTY OF LOS ANGELES, APPROVING THE CITY BUSINESS LICENSE FEE RATES FOR FISCAL YEAR 2018 -2019 RE COI' /l IENI) t ACTT : Approve the business license fees for 2018 -19 with the 3.8% CPI adjustment, Option 2. Mr. Duran presented staff s report on this item. City Council Minutes May 22, 2018 Page 6 Mayor Morris called for the resolution to be read by title. MOTION: Councilmember Vienna made a motion to maintain the Business License Fees at the present rates. Motion not seconded; motion failed. MOTION: Motion/second by Councilmembers Berton /Ebiner to adopt Resolution 2018 -31, option two increasing the City Business License Fees by the 3.8% CPI. Motion carried by (4- 1)vote. Councitmember Vienna opposed the motion because of the impact to the businesses. YES: Badar, Bertone, Ebiner, Morris NOES: Vienna ABSENT: None ABSTAIN: Non Mayor Morris stated that the city must maintain revenue streams in light of the upcoming increase to the Sheriff's Contract, increasing PERS costs and the City's contribution to the Liability Trust Fund when all other revenue is leveling off. Councilmember Badar shared comments from some business owners who in some way understood the reasons for the increase and he would be supporting the motion. Councilmember Bertone commented on the financial situations other cities find themselves in by not planning for the future and he will support the motion. a.
