October 31St, 2018 Downtown Trick or Treat on Bonita Avenue from 3:30 -5:30 p.m. and Halloween Spectacular 5:30 -8:30 p.m. at the Civic Center Hector Kistemann Parks and Recreation Director invited the public to attend the event. Members of the Audience Page 2 1) Patrick Jones resident expressed concern with an unresolved matter between the Via Verde Country Club and the City City Manager Blaine Michaelis requested that Krishna Patel, Director of Public Works provide an update on this issue. Mr. Patel provided a breakdown of the actions staff has taken to work with the business owner to address the violations. Resolutions read by title, further reading waived, passage and adoption recommended as follows: ESCLUTION 2018 ®68, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN DIMAS, CALIFORNIA, APPROVING CERTAIN DEMANDS FOR THE MONTH OF OCTOBER 2018 Approval of minutes for October 9, 2018 City Council meeting. Award contract for Walnut Creek Habitat & Open Space Landscape Design for Phase I to Blue Green Consulting in an amount not to exceed $50,000. Construction Contract 2018 -03 San Dimas Ave et al Pavement Rehabilitation Project 1. Authorize expenditure of funds allocated in FY 2018 -2019 for Pavement Preservation or Project Contingency Funds 2. Monte Vista City Council Minutes October 23`d, 2018 Page 3 l fr;t-:OMME DATIOM Authorize staff to establish a purchase order for professional services for an amount not to exceed $27,620.00. Assistant City Manager of Community Development Larry Stevens read staff's report. Responding to Councilmember Ebiner, Mr. Stevens answered that the site will be fenced this week, hazardous remediation next week and the first week in November demolition will take place. The architect is drawing up conceptual plans to take to the Development Plan Review Board possibly by December; construction drawings will take six to eight weeks so by the end of February followed by 90 days of construction. Council and staff discussed uses for the property with ideas of a resource center for the homeless or low- moderate single family dwelling. The consensus was to postpone awarding the contract for two weeks and direct staff to come up with a more meaningful proposal or information on how the city will better address the homeless situation in San Dimas. Mr. Stevens asked the Council to clarify what their expectations of staff were regarding the homeless plan. The response from Council was to report back with options for Council to review and a clear meaningful proposal on addressing homelessness in San Dimas.
