Senator Anthony Portantino — Legislative Update Senator Portantino provided Council with legislative actions for the year and announced that Autumn Washington with the San Dimas Chamber of Commerce and Christine Mackenzie with the Los Angeles County Sheriff's Department will be honored at the Women in Business and Legislative Award Luncheon. City Holiday Extravaganza and Parade — December 1, 2018 Hector Kistemann Parks and Recreation Director invited the public to attend the event and introduced Recreation Coordinator Jay Jones who detailed the events planned for the day. ORAL COMMUNICATIONS (Members of the audience are invited to address the City Council on any item not on the agenda. Under the provisions of the Brown Act, the legislative body is prohibited from taking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. IN,rRO UCTION OF ORDINANCE 1264, Adding Chapter 14.06 of the San Dimas Municipal Code Regarding Onsite Wastewater Treatment Systems (OWTS), Adopting by Reference County of Los Angeles Ordinance No. 2015 -0037, and Approval to Enter into Memorandum of Understanding between County of Los Angeles, Department of Public Health and City of San Dimas Regarding OWTS RECOMMENDATION- 1 . Introduce Ordinance 1264 at this meeting. 2. Hold Public Hearing to Adopt Ordinance 1264 at December 11th meeting. 3. Authorize the City Manager to execute the Memorandum of Understanding (MOU) between the County of Los Angeles, Department of Public Health and the City of San Dimas Regarding Onsite Wastewater Treatment Systems. Councilmember Ebiner inquired about the agenda placement of the Ordinance. City Attorney Steres explained that Government Code 50022.3 defines a different procedure for the adoption of a County ordinance. MOTION: Motion/second by Councilmembers Vienna/Badar to approve the consent calendar as presented. The motion passed by unanimous vote. SAN DIMAS HOUSING AUTHORITY a. Homeless Plan update RECOMMENDATION: Direct Staff as deemed appropriate. City Council Minutes November 27, 2018 Page 3 Assistant City Manager of Community Development Larry Stevens presented staff's report. Councilmember Vienna thanked staff for preparing the report and stated he appreciates how the Taylor House works into the program. He asked if the hotel vouchers would be mostly for San Dimas and Glendora hotels. He named a list of the types of agencies to participate on the Technical Advisory Committee. Assistant City Manager of Development Services harry Stevens responded to Councilmember Vienna's questions and request by sharing that the San Dimas' hotels would be part of the inventory for the three cities participating; unsure whether any outside cities would participate but staff would make sure that there is some balance on how the vouchers are used. He stated that the TAC will probably be San Dimas only, with a subcommittee participating in a regional effort. Councihnember Badar asked if hotels have an option of opting out of the voucher program and if they accept the voucher are they accepting the countywide rate. He also asked what the process would be if a hotel did not want to participate. Mr. Stevens responded that the program is voluntary for hotels and if they participate then they would be accepting the countywide rate. He added that staff would provide outreach to the hotels, explain the program and from that determine who would participate. He anticipated implementation after mid -March after hiring a staff person. b. Housing Authority Authorization of Funds for Professional Services to Onyx Architects in the amount of $27,620 for architectural services for 123 N. Monte Vista RECOMMENDATION: Authorize staff to establish a purchase order for professional services for an amount not to exceed $27,620.00. PUBLIC EMPLOYMENT (Pursuant to Government Code Section 54957(b)) Title: City Manager City Attorney Mark Steres reconvened into the City Council chambers and announced that the City Council met and discussed the closed session matter regarding public employment and provided direction to the City Attorney.
