Vienna called the meeting to order and led the flag salute at 7:00 p.m. RECOGNITIONS ,�► Recognition of City Track and Field participants who represented San Dimas at the Southern California Track and Field Championships in Downey, California ? Members of the Audience 1) Rhonda San Dimas resident, inquired into the status of the Coyote Management an City Manager Ken Duran responded that staff will be bringing back the Coyote Management Plan presented to the Council at the last meeting with options at the August 27, 2019 meeting. 2) Phil Talarico San Dimas resident, shared the City of Walnut's Coyote Plan. 3) Pete Sluis San Dimas resident, discussed the San Dimas Park and Ride and the Covina Transient Center. 4) Gary Enderle San Dimas resident, provided the following updates: water feature in Freedom Park temporarily shut down for repairs, Veterans Banner seeking veterans' names to be added to the wall in Freedom Park, collaborative planning for National Night Out next year 5) Mike Gamin Acting Assistant Chief Los Angeles County Fire Department, gave a reminder to residents to stay vigilant and aware for the upcoming fire season. CONSENT CALENDAR All items on the Consent Calendar are considered to be routine and will be enacted by one motion unless a member of the City Council requests separate discussion.) Resolutions read by title, further reading waived, passage and adoption recommended as follows: RESOLUTION 2019-39, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN DIMAS APPROVING CERTAIN IDIJMANDS FOR THE MONTHS JULY AND AUGUST, 2019. Construction Contract No. 2019-09 Avenida Entrada et al Street Improvement Project l . Authorize expenditure of pavement preservation funds allocated in the FY 2018-2019 budget for change order 1. 2. (� l2I) l idI �� N C 1�, l 269, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN DIMAS, COUNTY OF LOS ANGELES, CALIFORNIA, AMENDING THE SAN DIMAS MUNICIPAL CODE SECTION 10,06,100 TO DESIGNATE A SPEED LIMIT ON GOLDEN HILLS ROAD IN THE CITY OF SAN DIMAS (First reading and introduction) RECOMMENDATION: 1. Establish a speed limit of 30 m.p.h. on Golden Hills Road 2. Introduce Ordinance 1269, amending San Dimas Municipal Code 10.06,100 3. Adopt Ordinance 1269 at the August 27, 2019 City Council meeting Associate Engineer Steven Barragan presented staff s report on this item. MOTION: Motion seconded by Councilmembers Ebiner/Badar to waive further reading and introduce Ordinance 1269. Motion carried. Gary Enderle San Dimas resident expressed concerns with the current seating arrangement and issues associated with it City Manager updates • Coyote Management Plan update at the August 27`h meeting • Staff provided a memo response to the Council on unreinforced masonry buildings City Council Minutes August 13th, 2019 • Staff will provide memo response to the Council on inclusionary housing • SCE night work on Cannon and Puddingstone Drive for pole replacement • Street improvement project on Avenida Entrada has started • Ask the Mayor Show programming will be posted on city's website City Attorney No report. Members of the City Council Reappointment of Ed Wolfe to the Senior Citizens' Commission MOTION: Motion/seconded by Councilmembers Bertone/Ebiner to reappoint Ed Wolfe to the Senior Citizens' commission. Mayor Pro Tem concurred. Councilra�ember Badar: • Expressed his embarrassment with Council's behavior of the dais seating arrangement and apologized to the community • Request for the City Attorney to appear as a guest on the Ask the Mayor's show to provide clarification to the community on the Brown Act laws.
