Kistemann CALL TO ORDER AND FLAG SALUTE Mayor Pro Tem John Ebiner called to the meeting order at 5:05 p.m. ORAL COMMUNICATIONS 1) Resident Aline Kranzer, requested that sidewalks be added surrounding civic park and the date for mowing the lawn be changed. STUDY SESSION a. 2018-19 Mid -year Budget Report Assistant City Manager Ken Duran presented the budget items for the council. The recommendations from/for Council to take action on: Fund 12 transfer $625,00 $495,000 to park division, fund additional payment to PERS ($200,000) All done in November. The City is on par for meeting revenue projections this year. Mr. Duran provided a status on revenues and expenditures in the General fund. Study Session Minutes February 26, 2019 Page 2 Responding to Mayor Pro Tem Ebiner, Mr. Duran stated that the TOT Audit would show if hotels are reporting proper numbers and if guests are staying. Capital Projects: Director of Public Works Krishna Patel presented an update on completed Public Works projects. Engineer Manager Shari Garwick presented the Rennell et. Al. project to be started in mid - March as well as Avenida Entrada (SBI), alley between Cataract and Monte Vista North of Commercial. Engineer Steven Barragan updated the Badillo Street Cooperative Project with the County. He stated that the Glenwood Townhomes Lighting Project would be replacing 31 lights. Mr. Patel continued with a review of additional budgeted items. Community Development Director Larry Stevens gave the following updates on the Walnut Creek Trail project, Northern Foothills Trials, Taylor House Project and Monte Vista apartment upgrades. He added that none of these projects would affect the General Fund. Assistant City Manager Ken Duran updated ongoing I.T. projects: 1. Replacing the telephone system, 2. Changed finance software 3. Website upgrades ongoing Current budgeted it ems : 1. Replacing server and all desktop systems 2. Upgrade firewall scheduled to occur the first week in May 3. Looking for audio system upgrades. Director of Parks and Recreation Hector Kistemann update on Parks and Recreation projects: 1. Arrow Hwy Median Landscape Renovations, 2. Via Verde Walking Trail, 3. Martin House porch railing and gazebo repairs. Council and staff will discuss and decide options for the walking trail. TOPICS FOR THE 2019-20 CITY OF SAN DIMAS BUDGET Budget Preparation Process: Study Session Minutes February 26, 2019 Page 3 The second budget study session will be in March/April, and a draft budget will be presented at the May 14, 2019 Study Session, and a public hearing on June 11, 2020. Staffs goals and objectives are to present a balanced budget, focus on completing scheduled projects, flexibility in staffing organization and to continue working on the organizational improvement process. Ideas on fiscal sustainability plan will brought back in March/April. Council suggestions: • Councilmember Denis Bertone suggested sidewalks for civic center park • Mayor Curt Morris suggested looking into revenue enhancements • Mayor Pro Tern John Ebiner suggested website calendar meeting dates, the hover feature only shows the 7 p.m. regular meeting, downtown business signs, lighting on downtown flag, and dog park benches for each section. • Councilmember Ryan Vienna suggested website archived agendas and minutes, outlook calendar invite to Councilmembers, and lighting at Horsethief Canyon Park around the arena.
