Vienna Councilmember Emmett Badar Councilmember Denis Bertone Councilmember John Ebiner CALL TO ORDER AND FLAG SALUTE ANNOUNCEMENTS/PRESENTATIONS > Recognition of Red Ribbon Week October 23-31, 2019 Mayor Morris read the proclamation and made the presentation to the Young Marines. > October 25th and 26th, 2019 Halloween Spooktacular Family Fun Weekend Director of Parks and Recreation Hector Kistemann made the announcement for this event. ORAL COMMUNICATIONS (Members of the audience are invited to address the City Council on any item not on the agenda. Under the provisions of the Brown Act, the legislative body is prohibited from taking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. If you desire to address the City Council on an item on this agenda, other than a scheduled public hearing item you may do so at this time or asked to be heard when that agenda item is considered. Comments on public hearing items will be considered when that item is scheduled for discussion. The Public Comment period is limited to 30 minutes. Each speaker shall be limited to three (3) minutes.) Members of the Audience 1) Resident Dave Milbrand shared concerns regarding traffic issues and criminal activity in neighborhoods surrounding San Dimas High School. 2) Resident Dan Daniel shared concerns regarding traffic issues and criminal activity in neighborhoods surround San Dimas High School. 3) Library Manager Nora Chen announced the temporary closure of the library for remodeling. Date of closure to be November 12, 2019 thru December 9, 2019. CONSENT CALENDAR (All items on the Consent Calendar are considered to be routine and will be enacted by one motion unless a member of the City Council requests separate discussion.) a. Resolutions read by title, further reading waived, passage and adoption recommended as City Council Minutes October 8", 2019 Page 2 follows: RESOLUTION 2019-46, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN DIMAS, CALIFORNIA, APPROVING CERTAIN DEMANDS FOR THE MONTHS OF SEPTEMBER AND OCTOBER 2019 a. Request from San Dimas Rodeo Organization for a City financial contribution for weed abatement at Horsethief Canyon Park for the San Dimas Rodeo RECOMMENDATION: Approve contributing $750 from the Parks weed abatement account towards the weed abatement at Horsethief canyon Park for the San Dimas Rodeo. b. Request for approval to apply for LA84 Foundation Grant Funds for Aquatics Programming RECOMMENDATION: Approve staff to apply for LA84 Foundation grant funds to enhance aquatics programming. c. MOU for the Homeless Implementation Grant between the cities of Glendora, San Dimas and La Verne RECOMMENDATION: Approve the MOU between the cities of Glendora, San Dimas and La Verne for the use of implementation funds awarded by the County. d. Reject claim Zanolini vs. City of San Dimas (1998882 DBV) e. Golf Course Advisory Committee reappointment and open recruitment f. Approve the minutes of the August 27, 2019 City Council meeting END OF CONSENT CALENDAR MOTION: Motion/seconded by Councilmember Bertone and Mayor Pro Tern Vienna. Motion carried. There were no public comments. City Manager Mr. Duran stated that staff will reach out Mr. Milbrand and Mr. Daniel to discuss their concerns regarding the parking issues. He then made the following announcements: City Council Minutes October 8', 2019 Page 3 1) San Dimas High School Homecoming Parade on October 11, 2019 2) City Council Staff Retreat on October 14, 2019 at 5:00 p.m. 3) Coyote Management Plan community meeting October 15, 2019, 6:30 p.m. 4) October 1, 2019 start of a new graffiti abatement company City Attorney The City Attorney had no comments. Members of the City Council Councilmembers' report on meetings attended at the expense of the local agency. There were no reports made. Individual Members' comments requests updates Mayor Pro Tem Vienna Expressed support for staff reaching out to the neighborhood residents to discuss their parking concerns and indicated that similar discussions would be needed when Max's restaurant comes to town Acknowledgement of Red Ribbon Week and the Young Marines in attendance Acknowledged City staff for their social media engagement, suggested consideration for the City webpage to include promotion of local non-profit organization events Councihnember Ebiner Attendance at the Beer and Wine Garden event with good community participation Announcement of the dais seating arrangement discussion at upcoming retreat Councihnember Bertone • October 16, 2019, Parks and Recreation hosting a Community Health Resource Fair ADJOURNMENT The next meeting adjourned at 7:34 p.m. Debra Black, City Clerk Curtis W.
