Tammy Norman with the San Dimas Rodeo made donations the Gladstone R.O.T.C. and the House of Ruth. She also acknowledged the City and the Council for their support of the Rodeo. ORAL COMMUNICATIONS (Members of the audience are invited to address the City Council on any item not on the agenda. Under the provisions of the Brown Act, the legislative body is prohibited from taking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. If you desire to address the City Council on an item on this agenda, other than the scheduled public hearing item you may do so at this time or ask to be heard when the agenda item is considered. Comments on public hearing items will be considered when that item is scheduled for discussion. The Public Comment period is limited to 30 minutes. YES: Badar, Bertone, Ebiner, Morris, Vienna NOES: None ABSENT: None ABSTAIN: None OTHER BUSINESS Approve Agreement with Advocates for Healthy Living (Farmers Market Vendor) RECOMMENDED ACTION: Approve the proposal by AHL to operate the 2020 Farmer's Market event in the public right of way, including approval of street closure on First Street, east from Iglesias Street, and the east side of the City Hall Municipal parking lot each Wednesday evening, beginning April 1, 2020 through September 2, 2020 subject to standards and conditions. Authorize the City Manager or appointee the ability to approve future Special Event Permit submitted by AHL, with the condition that substantive changes to the Permit shall require City Council review. Director of Park and Recreation Hector Kistemann, presented staff s report on this item. MOTION: Motion/seconded by Councilmembers Bertone/Badar to approve the Advocates for Healthy Living proposal to operate the 2020 Farmer's Market and Authorize the City Manager or appointee the ability to approve future Special Event Permit submitted by AHL, with the condition that substantive changes to the Permit shall require City Council review. Councihnember Badar and Mayor Pro Tem Vienna requested staff look into temporary options to provide more restrooms during Music in the Park, Farmers Market and other events in the Civic Center Park. YES: Badar, Bertone, Ebiner, Morris, Vienna NOES: None ABSENT: None ABSTAIN: None Gold Line Update City Manager Ken Duran reported on the open house scheduled for March 12t', 2020 5:30 — 7:30 p.m. in the Community Building. Resident Patrick Jones suggested the city look into the city's process for handling the election process. Resident Jim McCants commented on the lack of information provided for judges running during the election. City Manager Announced the City has been and will continue to provide information related to the Coronavirus as it becomes available. City Attorney Nothing reported. Members of the City Council Councilmembers' report on meetings attended at the expense of the local agency Nothing reported. Council initiated items, comments, updates: Mayor Pro Tem Vienna: He explained his choice for sitting on the dais tonight is out of respect for Mayor Morris' ending term. He congratulated Councilmember Ebiner and newly elected Councilmember Weber on their appointments. He suggested finding out if there are ways to post wait times at the all Vote Centers during election time. He discussed the failure of Measure SD and that future budget discussions will be affected by this. Councilmember Ebiner: He thanked everyone that was involved in the election process. Suggested having the County attend a Council meeting to address the issues involving the Vote Center. Looking to get the floor area ratio for the City to protect and reserve as much control as possible. Councilmember Badar: Thank all the voters who turned out to vote.
