SAN DIMAS, CA 91773 MARCH 23rd, 2021 CITY COUNCIL MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDER N-29-20 THE CITY COUNCIL CHAMBERS WILL BE OPEN FOR PUBLIC COMMENT ONLY Pursuant to the Governor's Executive Order dated March 17, 2020, the City Council is authorized to hold public meetings via teleconferencing and to make meetings accessible electronically to all members of the public seeking to observe and to address the legislative body. All Brown Act provisions that require the physical presence of City Councilmembers or the public for City Council meetings are waived. Please review pages three and four of this document for instructions on public participation. ROLL CALL, Mayor Emmett Badar, Mayor Pro Tern Denis Bertone, Councilmember John Ebiner (Via Zoom), Councilmember Ryan A. Vienna, Councilmember Eric Weber - Absent CALL TO ORDER Mayor Badar called the meeting to order at 5:30 p.m. and led the flag salute. He announced that oral communications would be taken after staff presented the report on this item. This change is for this item and meeting only. ORAL COMMUNICATIONS (Members of the audience are invited to address the City Council on any item on this agenda. Under the provisions of the Brown Act, the legislative body is prohibited from taking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. Each speaker will be limited to (3) three minutes) This will be the only oral communication period. Oral communications were taken after staff presentation of the staff report. STUDY SESSION A request to initiate a General Plan Amendment and Zone Change to allow for the development of a seven (7) lot single-family residential subdivision with a minimum lot size of 7,500 square feet on the properties located at 327 E. Baseline Road (APN: 8661-017-010 & -011). Associate Planner Ken Fichtelman presented staff s report on this item. The Council and staff discussed features of the properties and possible alternate development options such as consideration for meeting Regional Housing Needs Assessment numbers or for equestrian purposes. Also discussed were the proposed changes to the public right of way on the City Council Study Session Minutes March 23rd, 2021 Page 2 west side of Cherokee. Associate Planner Fichtelman explained that the existing houses would not be demolished until the general plan amendment and zone changes are approved and demolition permits issued. He also explained that the project would go through the public hearing process with an estimated start of 4 to 6 months from this meeting. RECOMMENDATION: Staff recommends that the City Council find that there is merit to allow the submittal of formal applications to request a General Plan Amendment and Zone Change and associated development applications. In Person Participants • Speaker #1 Mr. Stan Stringfellow was supportive of staffs suggestions for the project and indicated the project would mirror the existing development on the opposite side of the street.
