Approval of Resolution 2021-01 Warrant ACTION: Motion/seconded by Mayor Pro Register Tern Bertone/Councilmember Ebiner to b. Deny Claim for Callies vs. City of San approve the consent calendar. Motion carried Dimas (3006356 GRV) 5-0. c. Approve minutes for May 20, 2020 Budget Study Session 1 and May 26, 2020 Regular City Council Meeting PUBLIC HEARING ITEMS COMMENTS/RECOMMENDATIONS Resolution 2021-02-Abandonment and ACTION: Motion/seconded by Disposition of a Portion of Park Land Councilmember Vienna/Mayor Pro Tern (approximately 28,000 square feet) within the Bertone to adopt Resolution 2021-02. Motion Horsethief Canyon Park and making the carried 5-0. necessary findings pursuant to Government Code Section 38501-38510 per Recess at 8:48 pm -returned at 9:00 pm OTHER BUSINESS ITEMS COMMENTS/RECOMMENDATIONS Appointment of City Council Ad -Hoc ACTION: Motion/seconded by Mayor Committee to Select Artwork for the future Badar/Mayor Pro Tern Bertone to appoint Gold Line Bridge Councilmembers Vienna and Weber. Motion carried 4-0 with Councilmember Ebiner's recusal due to conflict of interest owning property within 500 ft. of the project. Review the Administrative Processes of the ACTION: Motion/seconded by Mayor Badar City's Boards, Commissions and Committees to suspend the discussion and direct staff to bring back the item in a study session in no later than 90 days, to address the current handbook processes and include examples of other cities policies and practices. Motion carried 4-1 with Councilmember Ebiner opposed without the amendment to appointment two Parks and Recreation Commissioners. There will be no appointments to any commission while these discussions are ongoing. Review of Noticing Requirements and Public Director of Community Development Henry Outreach/Noticing Conducted for Specific Noh clarified the noticing requirement policy Plan No. 23 Moratorium is a proposed general policy not specifically for SP 23. ACTION: Motion/seconded by Councilmember Vienna/Mayor Pro Tern Bertone to initiate a Municipal Text Amendment to take the 300 ft. notification radius currently required by the City's municipal code to be increased to 500 ft., direct staff to establish the practice of posting all public meetings on the city's social media outlets, direct staff to establish a mailing of 500 ft. City initiated projects and to initiate a fee schedule for costs related to legal publishing along with the City subsidize any noticing costs for over 500 ft. for private projects. Motion carried by 5-0 vote. Councilmember Vienna requested online project tracking for developments through city website a possibility. Information on Establishing a Public Health ACTION: Motion/seconded by Department Councilmember Vienna/Councilmember Weber directing staff to monitor the City of West Covina's actions and bring back an update in the future. Motion carried 5-0. Waste Management Update If future action occurs, update will be provided to Council. COVID-19 Update City Manager provided update. Gold Line Update City Manager provided update.
