Approve Resolution 2021-56, Certain Demands for August 30t", 2021 in the amount of $591,113.12 Approval of Action Minutes for the Meeting of August 10th, 2021 Award a Maintenance Services Contract for Precision Concrete Cutting in an amount not to Exceed $100,000 for Sidewalk Inspections and Maintenance Services Approve a Request to Select Interwest Consulting Group as Lead Consultant for Preparation of the Downtown Specific Plan and to authorize the City Manager to Execute a Professional Services Agreement in the Amount of $468,545 and to appropriate $168,545 from the General Fund to the reserved $300,000 set -aside for the funding of the project. Recommendation to Reject Claim- Kistemann vs. City of San Dimas (3008508) PUBLIC HEARING ITEMS 1. Second Public Hearing to Receive Input from the Community Regarding a District Based Election System for City Council 2. Discussion and Consideration of Approval of the following Application Requests for the property located at 299 E. Foothill Boulevard (APNs: 8665-008-017). Resolution 2021-45 Ordinance 1288 Resolution 2021-46 Resolution 2021-47 Resolution 2021-48 COMMENTS/RECOMMENDATIONS ACTION: Motion/seconded by Councilmember Vienna/Councilmember Ebiner to approve the consent calendar. Motion carried (5-0). COMMENTS/RECOMMENDATIONS No action taken. ACTION: Motion/seconded by Councilmember Bertone to approve the application request. Motion failed with no second. ACTION: Motion/seconded by Mayor Pro Tern Weber/Councilmember Vienna to deny the project located at 299 E. Foothill Blvd without prejudice of filing, and direct staff to bring back a resolution of denial for the August 24, 2021 City Council Action Minutes 2 OTHER BUSINESS ITEMS 1. Consider Introduction of Ordinance 1290, Changing the Date of the City's General Municipal Election from the First Tuesday After the First Monday in March of Even - Numbered Years to the Date of the Statewide Primary Election in Even - Numbered Years, in Response to Senate Bill 970, and Adjusting Terms in Office Accordingly Ordinance 1290 2. Discussion on the Future of the San Dimas Recreation Center 3. Consider partnership proposal with Pomona Valley Habitat for Humanity to develop the property at 123 N. Monte Vista Avenue 4. Discussion and Direction on Urban Forestry and Management of the City's Urban Forest, and Its Budget Impact; Appropriation of Funds for Urban Forestry Management Activities Adjourned 12:00 a.m. on August 25, 2021. tentative tract map and any other findings. Motion carried 3-1-1 with Councilmember Bertone opposed and Councilmember Vienna abstainina. COMMENTS/RECOMMENDATIONS ACTION: Motion/seconded by Councilmember Vienna/Councilmember Bertone to introduce Ordinance 1290 and appropriate the $25,000 from the general fund for required mailing notices. MOTION: Motion/seconded by Councilmember Vienna/Councilmember Bertone to read by title and introduce Ordinance 1290. Motion carried (5-0). City Council provided direction to Director Wasserman to bring back a strategic plan. No action was taken. ACTION: Motion/seconded by Councilmember Ebiner/Councilmember Bertone to approve the partnership proposal with the Pomona Valley Habitat for Humanity to develop the property and to move forward with the crafting of a Development and Disposition Agreement. Action not considered due to substitute motion. ACTION: Substitute Motion/seconded by Councilmember Vienna/Councilmember Weber to table the item to the next City Council meeting to allow Mayor Pro Tern Weber time to review past discussions and material on this item. Motion carried (3-2) with Councilmembers Bertone and Ebiner opposed. ACTION: Motion/seconded by Councilmember Ebiner/Councilmember Vienna to increase the tree maintenance budget to $41,529 to trim palm trees on an annual basis. Motion carried (5-0). ACTION: Motion/seconded by Councilmember Ebiner/Councilmember Bertone to approve an additional one-time allocation of $10,000 for street tree planting for Fiscal Year 2021-22, not to include ongoing maintenance.
